You will see that S. 2 of Ord. 6 of 1884 exempts Chinese practitioners from registration, so that hitherto the Chinese have had no protection from unskilful treatment, so long as they have chosen to submit themselves to the general run of Chinese doctors; the present Ordinance will restrict such doctors from prescribing Morphine-injection.

I do not see any ground for objecting to the Ordinance. No qualification of morphine may be administered by any persons who are not under medical prescription is required.

I do not see any harm in the ordinance; but perhaps it would be safer, before approving, to Consult the Royal College of Physicians. I would also send copies of the ordinance without remark to Mr. Shuttleworth & Major Browne, C.P.
